"This is the third year and the third agreement we are signing with
the aim of providing financial assistance for all necessary reforms
which we must carry out in Croatia," Linic said in his speech before
the signing ceremony.
Mimica stressed that "the signing of this agreement creates formal
and legal preconditions for starting the realisation of 39
programmes, that is, projects in which bodies of the state
administration and non-governmental organisations are involved".
Ambassador Wunenburger said that most areas to which the CARDS
programme applied had mostly achieved great progress in the reform
process.
The CARDS 2003 programme relates to five crucial areas: democratic
stabilisation (EUR17 million), economic and social development
(EUR17.5 million), the judiciary and internal affairs (EUR12
million), the strengthening of management capacities (EUR11.8
million) and environment and natural resources (EUR3.7 million).
