Mesic spoke about integral security and combating terrorism at a
session of the parliamentary committee on national security and
internal affairs taking place on the Brijuni Isles.
By joining and participating in the international anti-terror
coalition Croatia has become one of the potential targets of
international terrorism, Mesic said, adding that Croatia could not
successfully fight the mounting terrorist threat alone but only
together with other countries and international organisations.
Mesic said the assassination of Serbian Prime Minister Zoran
Djindjic, the bombings in Bosnia and Herzegovina, the incidents in
Kosovo, and the still existing tension in Macedonia indicated the
entire region was far from achieving full stability.
Speaking of the establishment of integral security in the region,
Mesic pointed to the need of increasing ties between civilian and
military intelligence agencies in the fight against terrorism.
"In further reorganising its armed forces Croatia has to pay
special attention to the definition of ways of using the armed
forces in tasks such as border control or combating terrorism,"
Mesic said, adding that in such tasks the armed forces could not
have a leading but only a supporting part.
Including the armed forces in those tasks is politically very
delicate, the president said.
"By developing a system of integral security within Croatia in
combination with the inclusion of Croatia in the development of
every aspect, from political to security ones, Croatia can
significantly contribute to the establishment of long-term
stability in this part of Europe," Mesic said. This way, he added,
Croatia will facilitate and expedite its accession to the European
Union and NATO -- the key goal of its foreign and security policy.
