BELGRADE, Aug 3 (Hina) - According to figures released by the UN High Commissioner (UNHCR) for Serbia-Montenegro, from the end of 1995 until now, 70,000 refugees returned from Serbia-Montenegro to their homes in Croatia. A spokesman
for the UNHCR in Serbia-Montenegro, said that there were another 200,000 refugees in that country who had fled Croatia.

High Commissioner (UNHCR) for Serbia-Montenegro, from the end of
1995 until now, 70,000 refugees returned from Serbia-Montenegro to
their homes in Croatia. A spokesman for the UNHCR in Serbia-

Most returnees have come back to the areas of Lika and Banovina.
Sibenik County and another southern counties are the second-ranked
with to about 35,000 returnees, Andrej Mahecic was quoted by the
Beta agency as saying on Sunday.
He added that so far Croatia had rebuilt between seven and eight
thousand houses annually. This year, 80 percent of houses that are
being reconstructed are owned by Croatian nationals of Serb
descent, the UNHCR spokesman said.
Mahecic said the situation in the reconstruction of houses was
relatively good, but that problems cropped up when property should
be given back to pre-war owners.
"The UNHCR insists that the owners have the priority rights in
relation to temporary occupants. Of 18,000 objects made available
to temporary occupants, 6,000 have not yet be given back," he said.
