About 650 Russian soldiers stayed in Kosovo for four years, and
their debt covers the entire period, Betty Dawson said.
The Kosovo Electricity Board should resolve the problem with
Russian authorities. We are sorry that they left without paying
their debt, KFOR spokesman Gary Bannister-Green said, rejecting
speculation that KFOR might be responsible for the debt.
Dawson said that talks were under way with the Russian Defence
Ministry to resolve the matter.
