The transformation of the industrial society into a society of
knowledge is a prerequisite for the transformation into a market
economy, while universities should concern themselves with the
country's economic development, the programme's author, Rijeka
University Deputy Rector Pero Lucic, said.
European states which are developing intensively already have
between 25% and 30% of a university-educated population, which is
almost twice the Croatian average, he said.
Croatia should also seriously increase the percentage of
successfully completed education since of 42,000 students, less
than a third earn their degrees per year, Lucic added.
In order for Croatia to achieve the level of the most successful
European countries in a decade's time, Croatia should see some
32,000 students earning their degrees per year, he said.
The ratio of students of social and humanist studies should be
reduced and the number of students of bio-technical, technical and
natural sciences increased, Lucin said.
Advanced European countries invest on average three percent of GDP
into education, while Croatia currently invests less than one
percent, he said.
