ZAGREB, June 23 (Hina) - A senior OSCE consultant has analysed the
Ombudsman Institution in Croatia and produced a report in which he
recommends advancing the role of the Ombudsman as a key human rights
institution in Croatia, the OSCE Mission to Croatia said in a
statement Monday. #L#
Professor John Hucker, a senior OSCE consultant and former
secretary-general of Canada's Human Rights Commission from 1988 to
2002, outlined in his report steps that should be made to strengthen
and improve the efficiency of the institution.
"The Government of Croatia is encouraged to increase financial and
logistical support to the institution, as well as to establish
offices outside the capital, so as to allow improved direct access
throughout the country," Prof. Hucker said.
The expert also recommends changing the existing Law on the
Ombudsman with the aim of strengthening his mandate in the field of
human rights. At the end of his report, Prof. Hucker stresses the
importance of better cooperation with the Ombudsman by the public
administration.
Prof. Hucker finalised the report during his second visit to
Croatia from 4-6 June, and it is available on the OSCE Mission's web
site.
The expert analysis was sponsored by the OSCE Mission and the OSCE's
Office for Democratic Institutions and Human Rights.
