considering the increasingly free flow of personal information.

MPs of the Croatian Democratic Union (HDZ) and the Social Liberals
(HSLS) had several objections.
The HSLS believes that the bill lacks clarity in the case of
telephone tapping. It is unclear when somebody can make a judgement
when tapping is the state's interest, said Zeljko Glavan.
Deputy Justice Minister Miljenko Kovac said that the bill regulated
the question for which purpose it would be allowed to collect,
process or use personal information, with the necessary protection
of a person's privacy.
The bill is based on Council of Europe principles on the protection
of an individual regarding the processing and free flow of personal
information, especially on the Internet.
"Nobody can build a dam which would completely protect an
individual in the distrustful computer network, but the bill
achieves this goal as much as possible," Kovac said.
A parliament-appointed agency for the protection of private data
would control the flow of personal information, while a separate
law will regulate limitations for each individual case.
