STRASBOURG, May 15 (Hina) - The Council of Europe's Ministerial Committee ended its 112th sitting in Strasbourg by adopting a declaration on a more efficient work of the European Court of Human Rights. The session was also attended by

Committee ended its 112th sitting in Strasbourg by adopting a
declaration on a more efficient work of the European Court of Human
Rights. The session was also attended by Croatian Foreign Minister

The declaration on guarantees for long-term efficiency of the
European Court of Human Rights includes guidelines for amendments
to the European convention on human rights for next year.
The increased number of individual complaints submitted to the
court have resulted in it being less efficient, so amendments were
proposed that are, amongst else, directed towards preventing the
violation of rights at a national level as well as improving local
legal remedies.
Minister Picula supported the court's reform, stressing that
virtually 800 million residents in 45 Council of Europe member
countries had the right to turn to this "uniform international
mechanism for human rights protection," which affected its
efficiency.
Participants assessed that in Europe's new political structure
Europe, the Council of Europe should retain its leading role in
strengthening democracy and the rule of law in member countries and
consolidating human and minority rights protection mechanisms.
Participants agreed to hold a summit between autumn 2004 and spring
2005. Poland and Rumania are possible candidates for hosting the
summit.
