RIJEKA, May 14 (Hina) - The head of the Italian Union's Executive
Committee, Silvano Zilli, told reporters in Rijeka on Wednesday the
Union had filed two complaints with the Constitutional Court
requesting that it consider the constitutionality of the law on the
election of parliamentary deputies and the law on counties, towns
and municipalities. #L#
Zilli claims the election law strips representatives of national
minorities of their constitutional, general and special right to
elect deputies to the parliament. Under the Constitution, along
with general elections, minorities can also participate in
elections for minority deputies, Zilli said. Under the new election
law, every citizen can vote only in one election, which Zilli claims
violates constitutional regulations.
In the other complaint, which refers to the constitutionality of
the law on counties, towns and municipalities, the Union claims
that displaying the names of institutions exclusively in Croatian
is contrary to the Constitution, the Constitutional Law on Minority
Rights and the Law on the Use of Minority Languages and Scripts.
Zilli says that the Constitution guarantees the official use of
minority languages and scripts in some areas. This, according to
the Union's complaint, refers to towns, municipalities and
settlements in Istria populated by the Italian minority.
