of the Paris Memorandum of Understanding on Port State Control
began in southern Croatia's Dubrovnik on Monday. #L#
The memorandum regulates the inspection of foreign ships in
signatory countries with the aim to better protect human lives at
sea and improve environmental protection.
The conference has pooled about 50 participants, including the
heads of all signatories' maritime inspection services and
representatives of the International Maritime Organisation, the
International Labour Organisation, the U.S. Coast Guard, the
European Commission, the Tokyo Memorandum, and other observers.
The conference which Croatia, a Paris Memorandum member since 1997,
is hosting for the first time, was opened by Croatian Minister for
Maritime Affairs, Transport and Communications Roland Zuvanic.
Croatia will establish a coast guard on the model of those in
Mediterranean countries in order to protect the sea from pollution,
improve navigation safety and search and rescue at sea, said the
minister.
He added Croatia was also adjusting its legislation in the field to
that in the European Union.
The Paris Memorandum was first signed by EU members in 1982 and was
later joined by other states.
