ZAGREB, April 25 (Hina) - Croatian courts must achieve full expedience by December 31, 2007 after which they will have no backlog, Croatian Deputy Justice Minister Miljenko Kovac told a news conference on Friday.

"But, expedience is only one problem and much will have to be done on
the quality of trials, the training of judges and justice
officials." Kovac said after meeting representatives of the World
Bank, the US Agency for International Development (USAID) and the
European Commission with whom he spoke about the informatisation of
the Croatian justice system.
The informatisation will be implemented with several million
dollars of loans and donations in commercial and municipal courts
in the biggest towns, where the highest number of backlog cases are,
Kovac said.
Some of the money is intended for the education of court officials
and for the engagement of foreign advisors, said Kovac, adding that
in the end of the reform, there could be redundant judges and
officials.
Representatives of the above international institutions believe
that a reform of the judiciary is important for the development of
the economy and attracting foreign investments. They also said that
judges should be relieved from administrative work so they could
concentrate on court cases.
