Only the Istrian Democratic Assembly (IDS) opposed the bill which
envisages the direct election of mayors and county prefects.
Besides the idea of a direct ballot for local authorities, the other
important segment of this bill is to help avoid the incompatibility
of holding office at local level and having a seat in parliament at
the same time, Vesna Pusic said on behalf of the HNS.
She recalled that there was enough time i.e. two years until the
next local elections, to discuss the bill in all its aspects, and
that the HNS moved it at time. The bill is now being debated in the
first reading.
On behalf of the IDS bench, which was the only one to be against the
HNS bill, Damir Kajin said the direct election of mayors would make
it possible for those local leaders to behave like pharaohs and all
this could cause instability and paralysis of local self-rule.
