RIJEKA, Feb 27 (Hina) - One of the indictees in the war crimes trial

organisation of Gospic's defence and the first months of war in the
town's area. #L#
Norac said that soon after he had arrived to Gospic from an anti-
terrorist unit near Zagreb, there had been no organised army in the
town's area.
The commanders of units there were autonomous in their decisions on
certain military actions, he said.
The then president of Gospic's Crisis Centre, Ante Karic, issued
orders for certain actions, such as attacks on Licki Osik and
Ljubovo, which, said Norac, he and indictee Stjepan Grandic had
opposed. Karic, however, said the actions must be carried out,
notwithstanding the casualties, he told the court.
Norac said he had gone to Gospic at the request of a friend so that,
along with several other soldiers from the anti-terrorist unit,
they could organise the defence and train soldiers.
The trial continues tomorrow.
