Kosovo, Michael Steiner, said on Tuesday night that the UN Mission
to Kosovo did not support the establishment of monoethnic
institutions, or any moves which could lead to Kosovo's division.

Steiner warned that any organisation based on the principle of
monoethniticity was illegitimate and in contrast to UNMIK
principles.
Steiner's news conference took place only several hours after the
Serb National Council constituted a community of Serb
municipalities in the north of Kosovo and adopted a declaration on
territorial integrity of Serbia and the community of Serbia and
Montenegro in Kosovo.
The international community will persist in efforts to create a
multiethnic Kosovo. Those who aspire for monoethniticity, to which
today's Serb decision points, are leading themselves in to self-
isolation, said Steiner.
Institutions formed in this way will not have any legal value, he
stressed.
