current investigation proceedings.

Lucin has stated that he will request the government to propose,
within six months or a year at the latest, changes to the Law on
Criminal Proceedings cancelling the current investigation

Lucin made the statement at a seminar of police chiefs and interior
ministry officials in Valbandon on Sunday. His proposal, according
to which police and the State Prosecution would be in charge of pre-
trial investigation, while investigating judges would be excluded
from the process of investigation and collection of evidence, was
supported by Deputy State Prosecutor Dragan Novosel.
Lucin and Novosel stated that relations between the police and the
State Prosecution had not been good so far due to lack of
communication. Novosel believed that the relations had improved
over the past year.
Transferring investigation proceedings and collection of evidence
to the police and the State Prosecution will enable the State
Prosecution to better prepare indictments, Novosel said, adding
this would require additional education for prosecutors.
