procedure.

courts, and thus 233 out of 253 courts in the country have the

The procedure for the appointment of court presidents was changed
pursuant to a decision of the Constitutional Court which in 2000
ruled that all the then presidents of the courts had been chosen
contrary to the constitution, given that they had been appointed by
the State Judicial Council (DSV) which was not given such
authorities under the constitution.
The new procedure in which the justice minister is entrusted with
this task began with inviting applications for the post in August
2001. Prior to this, the constitution and the law on courts were
amended and the Constitutional Court made yet another ruling,
following the proposal of the Judges' Association, that the
presidents of courts could be only judges and not law experts
outside those institutions.
