The instructions refer to three categories of Croatian nationals; those who hold Croatian citizenship but have no permanent residence in Croatia, those who live in Croatia but happen to be aboard on the day of the election and those living abroad for longer time.
The citizens without permanent residence in Croatia are bound to show a document proving their Croatian citizenship to the election committee at the place where they vote.
Croatians who live in the country and will be abroad on the day of the elections can ask relevant bodies of the state administration to be given documents allowing them to vote abroad. Those permissions are issued at the request of interested voters until 31 December 2004.
Croatians who have been living abroad for some time do not have to ask for the documents allowing them to vote in consular offices. They are bound to show to the elections committee at the place of voting documents proving their citizenship and voting rights as well as other relevant identity papers and the document showing that they have been staying outside Croatia for longer time.
