Seks said that relations between the two countries were very good and added that Croatia was ready to further intensify political dialogue at all levels.
Lavrov, who is on a day-long visit to Croatia, agreed that the parliamentary relations were one of the most important aspects of bilateral relations.
Seks informed his guest of the discussion on the Druzba Adria project that was held in the Parliament two days ago, saying that the position of the parliamentary majority and a part of the opposition was that an expert study on environmental impact should be completed before a vote on the possible withdrawal of Croatia from the project.
Seks gave assurances that Croatia would make a fair assessment of what the project meant to it in environmental, economic and political terms, the statement said.
Lavrov said that Russia was interested in the project starting as soon as possible, but that it also had understanding for ongoing debates in Croatia with regard to the possible impact of the project on the environment. He said he was confident that the implementation of the project would strengthen Croatia's position in the European Union.
Earlier in the day, Lavrov met President Stjepan Mesic and Prime Minister Ivo Sanader, and was expected to meet Foreign Minister Miomir Zuzul later in the day.
The Druzba Adria project provides for the transport of oil from Russia via several European countries to the oil terminal at Omisalj on the northern Croatian Adriatic island of Krk.
