Speaking for Podgorica's Vijesti daily, Djukanovic said that he was not losing hope that partnership would be established with Serbia next year and that some kind of arrangement would be made as a contribution to regional stability and the stability of international relations.
He announced that Montenegro would organise a referendum on independence after 2006 in line with the Belgrade agreement on the state union of Serbia and Montenegro,
"An alternative to that is to reach agreement with our partners in Serbia on our proposal to transform the existing union into a union of independent states," Djukanovic said adding that Brussels had understanding for Montenegro's plans.
Djukanovic is currently in Brussels, speaking with representatives of the European Union, while Foreign Minister Miodrag Vlahovic is on a tour of European capitals, which the Montenegrin media bring into connection with a Serbian-Montenegrin summit to take place in Belgrade on Friday. It is reported that Montenegrin officials seek support for their position on a peaceful separation, a union of independent states or a referendum on independence.
