BUCHAREST, Oct 21 (Hina) - The Croatian Government spokesman has said that Croatia will request an additional explanation from the European Union about the legal effects of the latest decision of the EU Council on freezing assets of runaway indictees accused by the UN war crimes tribunal.

"Croatia will request an explanation as to which legal consequences arise from this decision," Ratko Macek told Hina in Bucharest where he is attending a conference of the South-East European Cooperation Process as a member of a Croatian government delegation. The delegation is led by Prime Minister Ivo Sanader.

The Council of the European Union earlier today reported that candidates for EU membership, including Croatia, aspirants, and EFTA members accepted the Common Position of the EU Council on freezing assets belonging to Bosnian Serb war-time leaders Radovan Karadzic and Ratko Mladic and retired Croatian general Ante Gotovina.

The Council adopted the Common Position on 11 October.

According to the Position, which took effect on the day of its adoption, all funds and economic resources belonging to the three indictees are to be frozen.

The exemption may be made for funds necessary for basic expenses, including payments for foodstuffs, rent or mortgage, medicines and medical treatment, taxes, insurance premiums, and public utility charges and expenses in connection with legal services.

The Common Position "shall apply for a 12-month period" and it shall be kept under constant review. "It shall be renewed or amended, if the Council deems that its objectives have not been met".

"In order to maximise the impact of the above-mentioned measures, the European Union shall encourage third States to adopt restrictive measures similar to those contained in this Common Position".

Asked by Hina to comment on the matter, a spokesman for the Croatian Foreign Ministry, Dobroslav Silobrcic, said on Thursday that this was "a technical document, and it is implied that Croatia, being an EU country candidate, is following the EU policy".
