ZAGREB, Oct 15 (Hina) - Croatia's banking sector is highly profitable and will continue to guarantee high stability without significant risks either for loans, the exchange rate, or liquidity, central bank deputy governor Boris Vujcic said in Parliament on Friday presenting the bank's annual report for 2003.

Vujcic said last year's monetary policy was characterised by a 4.3 percent GDP growth rate, a low inflation, a 2.5 percent increase in employment, and a drop in unemployment from 15.2 percent in 2002 to 14.1 percent.

He added the monetary policy was also characterised by a high balance of payments deficit and a considerable increase in borrowing which, however, did not significantly affect the maintenance of the stability of prices and a low inflation rate.

Vujcic said consumer prices went up 1.7 and retail prices 1.5 percent, while the basic inflation went up 0.7 percent.

He added the consolidation of the banking sector continued. The number of banks was reduced from 46 to 41 -- four merged and one folded.

Ninety-one percent of all banks are owned by foreigners, 5.6 percent are privately and 3.4 percent state-owned.

Vujcic said the central bank's business results in 2003 were negative, which was due to exchange rate differences, notably because of the growth of oil prices on the world market.

He added the central bank adopted measures to slow down borrowing abroad, which reduced the loan expansion from 25.7 percent in 2002 to 18.3 percent.

Vujcic said the share of citizens loans among all loans approved went up from 44 to 47 percent. He added one-third of bank loans approved for citizens referred to housing.

Earlier today, Parliament discussed a report on last year's performance of municipal, county and state offices of public prosecutors, which was endorsed by all deputies' clubs yesterday.
