ZAGREB, Sept 30 (Hina) - Judging by international estimates and the situation in the region, Croatia is among the high security risk countries in terms of organised crime and corruption, according to a national plan for combating organised crime the government adopted at Thursday's session.

The national plan evaluates the situation, reviews the forms and activity of organised crime in Croatia, and recommends preventive measures.

Illegal migrations, drug and arm smuggling, and money forgery are the most present types of organised crime. Illegally earned capital is usually invested in attractive real estate and business ventures, thus providing an opportunity to launder money and make additional profit, which is why some members of the organised crime milieu present themselves as successful entrepreneurs.

White collar crime is increasingly present, and its main objective is to invest illegally earned capital in order to gain economic and political power.

According to figures of the Office for the Prevention of Corruption and Organised Crime, 244 persons were reported as members of crime gangs in 2002 while in 2003 the number fell to 229. The crime gangs are usually comprised of up to five members, who form the gang when the necessity arises and rarely keep it active for longer periods of time. They usually launder money by investing in real estate and the financial system.

The national plan's organised crime preventive measures include education, seizure of illegally acquired property, coordinated activity of competent state services, and better international cooperation in combating organised crime.

Also today, the government set up a national fund for the implementation of European Union pre-accession funds which will operate as part of the Finance Ministry by managing grants Croatia will be able to use as part of the pre-accession funds.

There are three such funds, PHARE, ISPA, and SAPARD, which finance 75 percent of programmes, while the rest of the money is provided by the state.

The government also adopted a decree regulating the procedure and way of determining antidumping and compensation duties in cases when goods are imported at prices lower than the goods' real value.
