The HDZ parliamentarian Branimir Glavas explained the reasons for the motion, accusing former PM Racan and his deputy Slavko Linic as well as Economy and Finance Ministers in the Racan cabinet, Goranko Fizulic and Mato Crkvenac, of granting state guarantees to the ailing company only because they were friends with and members of the same party as the shipyard's owner, Damir Vrhovnik.
Glavas also accused Vrhovnik of transferring the shipyard's shares into the ownership of foreigners, and foreign banks and companies came into the possession of Viktor Lenac's shares on the basis of state guarantees for credits. Therefore Glavas fears that money from those loans ended up abroad.
The HDZ official cited excerpts from 2003 reports of the State Auditors' Office to corroborate his claims that neither business nor privatisation-oriented goals were achieved with the issuance of state guarantees and that losses were so high that the shipyard had to launch bankruptcy procedure last year.
According to the HDZ motion, the seven-member commission is expected to establish who the real owners of the shipyard are and reasons why the guarantees were given.
