ZAGREB, March 3 (Hina) - Croatia's government has proposed that the obligation for the establishment of a commission for destroying narcotics be transferred from courts to the government. For this purpose, amendments to the law on prevention of drug abuse will be moved, as the existent solution seems to be ineffective.
ZAGREB, March 3 (Hina) - Croatia's government has proposed that the obligation for the establishment of a commission for destroying narcotics be transferred from courts to the government. For this purpose, amendments to the law on prevention of drug abuse will be moved, as the existent solution seems to be ineffective.#L# Under the law, it is courts which should set up the commission. However, since 2001, they have not done this. In light of the fact that seized drugs are being accumulated, it is suggested that the government can set up the commission in question, Health Minister Andrija Hebrang said at the government's session on Wednesday. The government also decided to cooperate with Japan in projects for constructing port facilities in deep waters. A Japanese company will construct 1,200 metres of a pontoon breakwater for mooring without restrictions for ships' draught in the seaport of Rijeka. The government proposed to the parliament to ratify an agreement on collateral for financing a project for the construction of a gas pipe-lines network. The agreement, signed by the European Investment Bank and the Plinacro company in December 2003, refers to EIB's loan of 90 million euros. The loan was taken for 20 years, with a five-year grace period. The construction of a gas pipeline from the northern coastal city of Pula to Karlovac (some 50 kilometres south of Zagreb) will cost 187 million euros, and this is the most important part of the entire project. The Ivo Sanader cabinet also decided to set up a national committee for the implementation of the European Community (EZ) Interreg 3, and Croatia will be given a million euros through the CARDS programme for this purpose. The Interreg project was launched in 1990 with the aim of enhancing cross-border cooperation.
