defined a bill on the transfer of authority and sent it to

Under the bill, a government's secretary, his deputy, state
secretaries, assistant ministers, secretaries of ministries, heads of
state administration organisations and government agencies, chiefs of
offices, heads and members of supervisory committees in state owned
companies should make their mandates available to the government after
every election process and transfer of authority.
