this southern city by the end of January have not improved.

Representative to Bosnia-Herzegovina, Paddy Ashdown, has said that
chances that local political structures in Mostar will agree on the
re-organisation of this southern city by the end of January have not
improved.#L#
On Friday the British diplomat held talks with representatives of
political parties in Mostar on possibilities of reaching agreement on
Mostar's organisation by the end of this month, a deadline he set for
them.
Present at the Mostar meeting were also representatives of the
(Muslim) Party of Democratic Action (SDA) who boycotted another
meeting with European diplomats three days ago when foreign diplomats
visited Mostar to help all parties reach agreement. SDA officials
persist in refusing proposals for the annulment of the current six
municipalities (three are preponderantly Muslim, namely Bosniak, and
three are Croat). On the other hand the Croatian Democratic Union of
BiH (HDZ BiH) is against the set-up of six constituencies for local
elections, due to be held in October. Local Croat officials are in
favour of one electoral unit, and three predominantly Croat
municipalities have called a referendum on the matter for 25 January.
