Solana satisfied with start of talks on Kosovo's final status

PRISTINA, Dec 6 (Hina) - The European Union's High Representative forthe Common Foreign and Security Policy, Javier Solana, expressedsatisfaction with the start of talks on Kosovo's final status aftermeeting President Ibrahim Rugova and members of the Kosovo team fornegotiations on the status of the province in Pristina on Tuesday.
PRISTINA, Dec 6 (Hina) - The European Union's High Representative for the Common Foreign and Security Policy, Javier Solana, expressed satisfaction with the start of talks on Kosovo's final status after meeting President Ibrahim Rugova and members of the Kosovo team for negotiations on the status of the province in Pristina on Tuesday.

There is room in Europe for other countries too, if they are willing to respect certain values, Solana said.

The talks on Kosovo's status will be directed primarily towards issues related to the protection of minorities and decentralisation, he said.

Kosovo President Rugova, who heads the Kosovo delegation at the talks, said independent Kosovo would offer guarantees for the protection of minorities and sought direct recognition of Kosovo's independence.

Solana said that Europe was defined by values which must be respected by those wishing to become part of Europe.

The EU official also met political representatives of Kosovo Serbs and UN Civil Administrator Soren Jessen-Petersen.

Representatives of the Serb List for Kosovo and Metohija told Solana that the security situation in the province was bad and that it had been aggravated by the Hague war crimes tribunal's decision to acquit Fatmir Limaj and Isak Musliu, accused of murdering civilians in Kosovo.

The head of the Serb List for Kosovo and Metohija, Oliver Ivanovic, said the growing number of incidents in Kosovo was undoubtedly connected with the talks on Kosovo's status and revealed a wish of extremist forces to win a better negotiating position.

The Serb representatives said they would offer the special UN envoy for the Kosovo talks, Martti Ahtisaari, their proposals regarding Kosovo's future. Solana told them they would be consulted on all important issues.

Solana arrived in Pristina after visiting Belgrade, where he had held talks with the top officials of Serbia and Montenegro.
