Serbia and Montenegro foreign minister comments on upcoming Kosovo talks

BELGRADE, Nov 10 (Hina) - Serbia and Montenegro's Foreign Minister VukDraskovic has said that full sovereignty for Kosovo is "absolutelyimpossible", but that one should be realistic and start from the factthat Serbia currently has no authority over Kosovo.
BELGRADE, Nov 10 (Hina) - Serbia and Montenegro's Foreign Minister Vuk Draskovic has said that full sovereignty for Kosovo is "absolutely impossible", but that one should be realistic and start from the fact that Serbia currently has no authority over Kosovo.

Draskovic made the statement in an interview with the Belgrade-based Vecernje Novosti newspaper of Thursday ahead of a session of the Serbian parliament to discuss a strategy for the upcoming talks on Kosovo's final status.

Draskovic said that he did not expect the international community to impose solutions and that the minimum which Serbia and Montenegro insisted on was preservation of the border and protection for the local Serb community.

Draskovic went on to say that his task during the negotiations would be to "drag Kosovo out of the pit into which it was pushed by the Radicals, the JUL party and the Socialists".

He said that negotiations would provide a realistic opportunity to confirm and protect the status of the state border with Albania and Macedonia and obtain assurances that recommendations by UN special envoy for Kosovo Kai Eide would be honoured. "Eide does not speak about autonomy, but about decentralisation of authority, so that a number of majority Serb municipalities having special relations with Serbia, especially in the field of finance and culture, could be established. And so that protection zones around churches and monasteries could be set up."

Draskovic also said that the Serbian parliament would seek a consensus on national and state objectives regarding the future status of Kosovo. "How can we reach a consensus with the forces which are responsible for what was happening in the 1990's and which are responsible for the country's having been bombed by NATO and eventually losing Kosovo," Draskovic said.

He added that he was particularly worried by some, including the head of the Serb Orthodox Church, Patriarch Pavle, who demanded declaring occupation of Kosovo, which he said could lead the country into a conflict with both the EU and NATO.

The office of Serbian Prime Minister Vojislav Kostunica recently said that the Serbian parliament should first adopt a resolution on negotiations and then introduce members of the negotiating team. On the other hand, Draskovic believes that setting up the negotiating team should be the top priority.
