Tadic, who is on an official visit to Russia, proposed the process of decentralisation which would result in two entities - Serb and Albanian. The Serb entity would have special relations with the central bodies of Serbia and relations between the two entities would be regulated by Kosovo institutions.
Tadic, whose proposal was supported, expressed conviction Russia, as a member of the Contact Group for Kosovo, would take a constructive and realistic approach to the situation.
