The Council therefore requested the government to change its decision respecting the constitutional law and the law on elections.
The conclusion under which minorities may exercise their right to vote according to the population census was adopted by the government on July 22 this year. The government said the reason why it did not decide that the right to vote be exercised according to the voters register was the fact that the voters register lacked data on permanent residence.
Milorad Pupovac of the Independent Democratic Serb Party (SDSS) said the government had passed an unconstitutional decision, because, among other things, it found discrepancies in data on permanent residence only for one group of citizens, who are members of one national minority.
Pupovac called for initiating proceedings before the Constitutional Court to establish the constitutionality of the government's decision.
The Council for National Minorities did not, however, include Pupovac's proposal in its final conclusion.
Council chairman Aleksandar Tolnauer said any council for national minorities and any person could file a complaint to the Constitutional Court individually.
