EU task force for Croatia to meet in Luxembourg on Monday morning

BRUSSELS, Sept 29(Hina) - After the Permanent Representatives Committee(COREPER) on Thursday failed to reach an agreement on Turkey, theBritish EU Presidency decided to call a meeting of a task forceevaluating Croatia's cooperation with the Hague tribunal for Mondaymorning, hours before a meeting of the Council of Ministers, aEuropean diplomatic source said.
BRUSSELS, Sept 29(Hina) - After the Permanent Representatives Committee (COREPER) on Thursday failed to reach an agreement on Turkey, the British EU Presidency decided to call a meeting of a task force evaluating Croatia's cooperation with the Hague tribunal for Monday morning, hours before a meeting of the Council of Ministers, a European diplomatic source said.

All sides have been invited to the task force meeting, the source said. This means that the meeting will be attended by foreign ministers from member-countries of the task force - Great Britain, Luxembourg, Austria and Finland, as well as by EU High Representative for the Common Foreign and Security Policy Javier Solana and EU Enlargement Commissioner Olli Rehn.

It is expected that the meeting will also be attended by the chief prosecutor of the Hague war crimes tribunal, Carla del Ponte, and a Croatian delegation, headed by Prime Minister Ivo Sanader.

After the COREPER failed to reach an agreement on a negotiating framework for Turkey due to Austria's opposition, the British EU Presidency decided to call an extraordinary meeting of the EU foreign ministers to take place in Luxembourg on Sunday evening, in an effort to remove the last obstacle to the opening of membership talks with Turkey, which are scheduled to start on October 3.

The meeting of the task force for Croatia, initially scheduled for Sunday evening, was therefore moved to Monday morning.

If the task force gives a positive evaluation of Croatia's Action Plan, which is aimed at solving the case of runaway general Ante Gotovina, this would pave the way for the start of accession talks, which were postponed in March this year after Croatia's cooperation with the Hague tribunal was assessed as insufficient.

Although nobody wants to confirm officially that there is a connection between Croatia and Turkey as regards the start of entry talks, it is obvious that such a link exists.

Austria is the only country opposing the negotiating framework for Turkey and it insists that the text of the negotiating framework incorporate, as one of the objectives of negotiations, privileged partnership as an alternative to full membership. Austria has insisted at all meetings that it is inappropriate to start talks with Turkey and leave Croatia in the waiting room.
