Ambassador says OSCE isn't fully satisfied with return of Croatian Serbs

SISAK, Sept 14 (Hina) - The head of the OSCE Mission in Croatia, JorgeFuentes Monzonis Vilallonga, has said that the Organisation forSecurity and Cooperation in Europe cannot be fully satisfied with thereturn of Serbs in Croatia, because this continues to be a problem tenyears after the war.
SISAK, Sept 14 (Hina) - The head of the OSCE Mission in Croatia, Jorge Fuentes Monzonis Vilallonga, has said that the Organisation for Security and Cooperation in Europe cannot be fully satisfied with the return of Serbs in Croatia, because this continues to be a problem ten years after the war.

The return of Serbs is not spectacular and is not proceeding very well, particularly not in Sisak County, the OSCE ambassador said in the city of Sisak, some 50 kilometres south-east of Zagreb on Wednesday.

Presenting figures at a news conference, Vilallonga said that about 125,000 Croatian Serbs had returned to Croatia, but that 40 percent of the returnees had again left Croatia.

About 250,000 Serbs have not returned to Croatia and they are afraid or hesitate over whether to return, Vilallonga told reporters.

Recalling that the OSCE had always encouraged the Croatian government to accelerate the return of Serbs and their integration in society, the OSCE official added that efforts were being made to go in the right direction.

He said that three months before this summer the Ivo Sanader cabinet adopted a platform for the solution of issues regarding refugee return and reintegration, which is expected to be completed by 2006.

Responsibility also lies with Serb refugees who are not sufficiently informed about the return and who should contact OSCE offices more frequently and be more active regarding their return to Croatia, Vilallonga said.

Commenting on Croatia's human rights record and minority rights, he said that he was sure that Croatia would very soon become an EU member and that the issue of refugee return would be solved with Croatia's admission to the European bloc.

He also said that the OSCE could wrap up its mission in 2007.

The OSCE would not stay a day longer than necessary, Vilallonga said, adding that he believed that he would be the last OSCE ambassador in Croatia.
