Commenting on a decision by Bosnian Serb officials of Monday to once again postpone talks on the reorganisation of Bosnia's police forces and leave it to the entity parliament to decide on the matter, spokesman Mario Brkic told reporters it was clear that the process of integration with the EU depended on the fulfilment of well-known, non-negotiable conditions.
Brkic recalled that the EU wanted police powers in the country to be transferred from the entity level to the state level, political influence on police to be eliminated, and police districts to be established in line with the principle of efficiency.
"If this is not done now, a new chance for talks with the EU will definitely not arise before 2007," Brkic said.
At the last round of talks on police reform in Banja Luka on Monday, Bosnian Serb leaders refused to approve a proposed agreement on police reform, demanding that the entity parliament decide on the matter.
Ahead of a parliament session that was announced for today and in light of intense pressure from the EU, the Bosnian Serb government sent to the parliament a proposal asking it to accept the proposed model of police reform.
