Talks on police reform in Bosnia discontinued

BANJA LUKA, Sept 12 (Hina) - Talks on the reform of police forces in Bosnia-Herzegovina were discontinued in Banja Luka late on Monday evening.

The talks were discontinued because Serb representatives said they had no mandate to sign a draft agreement on police reform prepared by the country's government, the Council of Ministers.

"The Government of Republika Srpska will not sign that agreement because it says that there will be no police of Republika Srpska in a few years," Prime Minister Pero Bukejlovic said.

Bukejlovic said the Bosnian Serb parliament would call an extraordinary session most probably on Tuesday, to discuss, under urgent procedure, draft agreements on police reform prepared by the Serb side and the Council of Ministers.

At the last meeting on the police reform in Sarajevo on September 7, the Serb delegation demanded that public security and budgetary funds intended for that purpose remain within the jurisdiction of the entities.

After that round of the talks failed, the European Commission reiterated that it expected agreement to be reached in accordance with three principles: exclusive police powers must be ensured on the state level, political influence must be eliminated from police work, and police districts should be established on the basis of technical and professional criteria and not administrative boundaries between the two entities.
