Tihic said there was a great chance of reaching agreement on constitutional changes before the tenth anniversary of the Dayton agreement this autumn and completing constitutional changes before the next parliamentary elections, due in October 2006.
Asked whether the settlement of the Kosovo issue would limit constitutional changes in Bosnia-Herzegovina, Tihic said there were no serious political forces either in Bosnia or in the international community that are linking the issue of Kosovo's status with Bosnia's territorial integrity and organisation.
Covic agreed with Tihic, but added that in efforts to deal with regional problems radical forces could try to influence the situation in Bosnia-Herzegovina by slowing down its reform process. He added that there were also forces in Bosnia that were waiting for agreements that would tie the settlement of the Kosovo issue with Bosnia's internal organisation.
"But those forces cannot influence the shaping of Bosnia's future," he added.
