The possibility of dismissal from work without notice is being reintroduced after 15 years, Administration Minister Davorin Mlakar said, adding that civil servants who are warned twice about their failure to do their job on time, well and in accordance with regulations will face immediate dismissal.
The amendments also envisage the outsourcing of auxiliary services and other non-core business activities.
The government sent to parliament a bill on a register of employees in the public sector.
The register, which should be put into operation on 31 March, will encompass between 230-240 thousand state employees and civil servants, the minister said.
The establishment of the register, which will be run by the Administration Ministry and the Finance Agency (FINA), will cost ten million kuna.
The government today approved a proposal made by the steering committee of the Croatian Homeland Defence War Veterans' Find on the allocation of the fund's profit in 2009 and 2010.
Last year, the fund made a profit of HRK 215.8 million and had assets in the amount of two billion kuna. The value of an individual share reached HRK 800.
Nearly HRK 72 million kuna, that is one third of the profit, will be paid in dividend to fund members, War Veterans and Family Affairs Minister Tomislav Ivic said.
One third will be spent on social and humanitarian purposes and one third of the profit will be re-invested in the fund's assets.
The same proportions will be applied in the allocation of the fund's HRK 247 million profit in 2009.
This year, HRK 64 million has been secured for scholarships of veterans' children, the minister said.
