SARAJEVO, June 3 (Hina) - The chairman of Bosnia-Herzegovina's Council of Ministers, Adnan Terzic, on Friday called on the international community's High Representative, Paddy Ashdown to solve the problem of appointing the head of the State Security and Protection Agency (SIPA), and also suggested the holding of early elections.

Terzic told reporters in Sarajevo that his government was not able to reach agreement on appointing the director of SIPA, which is the most important police agency in the country, and pointing an accusing finger at Serb entity officials who he said obstructed the process.

Serb ministers in the Council have for weeks been insisting on their candidate, namely on Sredoje Novic to be at the helm of SIPA, while Croat ministers are insisting on Dragan Lukac.

Terzic said that the only way out of this situation would be for Ashdown "to finish the job which the Council of Ministers has started".

The problem about the appointment of the SIPA director is only one of the indicators of problems which the entire country is now facing, particularly due to a standstill in the reform in the police, Terzic said.

The Bosnian PM avoided to use the word crisis in this context.

He added that the only way out of this situation was to call early elections before the year's end.

Terzic already mentioned a possibility of early parliamentary elections yesterday, but the chief of his Party of Democratic Action (SDA), Sulejman Tihic, immediately opposed the idea explaining that the new elections would bring nothing new in the relations between political parties in the country.
