MOSTAR, June 2 (Hina) - The international community's High Representative to Bosnia-Herzegovina, Paddy Ashdown, has said that the Dayton peace agreement has to be changed, but that this is not in his power to do and has to be done by Bosnian state structures.

Speaking in a state radio broadcast on Thursday evening, Ashdown said that the next challenge for Bosnia-Herzegovina was to amend the Dayton agreement to establish a functioning state.

According to Ashdown, the Dayton agreement was good for stopping the war in the country, but it is not good for building peace.

Although he only spoke in principle, this is Ashdown's most open advocacy of changes to the Dayton agreement yet.
