ZAGREB, May 24 (Hina) - Democratic Centre (DC) member of parliament Frano Piplovic on Tuesday called on MPs to endorse his bill on medically assisted insemination, which he said was not a crime or a manipulation, but a medical procedure aimed at helping infertile couples have children.

Piplovic said a child conceived that way was not an object but a gift from God.

He said his bill precisely defined the insemination procedure and its ultimate goal.

The bill envisages, among other things, the compulsory destruction of unused embryos and ova in the presence of members of the National Bioethics Commission so as to avoid ova theft.

The right to medically assisted insemination would be given to couples who have been married at least one year or have been in common-law marriage for at least three years, and solely after an unsuccessful treatment of infertility.

Artificial insemination would be allowed for women until the age of 42, whole ova could be donated by women no older than 38.

Upon turning 15, children conceived from donated ova would be allowed to see the donor's medical chart if it is necessary for their health.

The bill also bans insemination for the purpose of choosing the child's sex or for cloning.
