The two ministers said it was unacceptable that there was no direct traffic link between the two countries by land, sea or air.
After the talks, Kalmeta said a road and air transport agreement was expected to be drafted soon.
He said technical and financial experts would meet in Zagreb in May to discuss the realisation of the Adriatic-Ionian Highway project, which Kalmeta added was of strategic importance for Croatia and Albania.
He said Croatian companies might take part in the project's realisation in Albania.
The two ministers agreed that Kalmeta visit Tirana in June, when representatives of Croatian and Albanian port authorities were expected to discuss improving sea connections.
