Six Macedonians and five nationals of Serbia and Montenegro were arrested at the Bregana border crossing shortly before midnight on Monday. The police said that charges would be pressed after an investigation.
It was not immediately clear who had organised the illegal transfer or what country was the final destination.
Last year the Zagreb Police Department reported 229 cases of attempted illegal border crossings in the area under its jurisdiction.
