According to a diplomatic source from the EU Council, EU president Luxembourg concluded after a debate that no necessary agreement had been reached on whether Croatia had fulfilled the condition of full cooperation with the UN war crimes tribunal in The Hague.
Seventeen ministers took part in the debate, with most of them opposing the planned start of the negotiations on March 17.
No official confirmation of the postponement of the talks has been issued yet. It is expected to be announced at a press conference after the session.
The foreign ministers will continue the debate on Croatia in the afternoon to agree the text of the conclusions.
It is not yet clear whether a new date will be set or negotiations will start as soon as the necessary condition is met.
