ZAGREB, March 10 (Hina) - The leader of the Independent Croatian Trade Unions (NHS) federation, Kresimir Sever, on Thursday accused the government of paying a lip service to social partnership and doing nothing to develop the partnership with trade unions.

Sever held a news conference in Zagreb at which he said that it was from the press that the unions learned of the 2005-2009 national development plan, which was defined by the central state office for development strategies.

The NHS leader also criticised the document which he said restricted labour rights.

"We already have lower severance pays, shorter periods of notice, and regulations which make it easier for employers to sack workers," Sever said.

In this context he said that of all concluded employment contracts in 2004, only 14 percent were for permanent employment.

Sever accused the government of repeating the World Bank's and the International Monetary Fund's (IMF) theories about the flexible labour market when it wanted to justify its moves regarding labour legislation.
