ZAGREB, Feb 21 (Hina) - President Stjepan Mesic on Monday received the Organisation for Security and Cooperation in Europe (OSCE) high commissioner for national minorities, Rolf Ekeus, Mesic's office said in a press release.

Ekeus congratulated Mesic on his second term in office, saying that his re-election had been welcomed in the region and the entire international community.

Mesic highlighted the OSCE's role in Croatia's democratisation, saying Croatia was interested in applying the European standards of minority protection.

The president said the return of displaced persons and refugees was in Croatia's democratic interest, and that the individualisation of guilt for last decade's war made it possible to stop with collective accusations.

"We want all our citizens to return safely, to be integrated into society, but we also want to enable the economic revival in the return areas," said Mesic.

Ekeus applauded a recent meeting in Sarajevo at which ministers from Croatia, Bosnia-Herzegovina and Serbia-Montenegro for the first time jointly supported the return policy in each country.

He also said it was necessary to take additional measures on the local level in order to integrate national minorities and help them find employment.

Also present at today's talks was the chief of the OSCE Mission to Croatia, Peter Semneby.
