The memorandum defines conditions under which US troops can hold manoeuvres and binds the European-based command of the US forces to reduce to the minimum possible degree adverse consequences of exercises for public and economic activities, the health of local residents and the environment.
Presenting the document in the Sabor, Defence Minister Berislav Roncevic said that its purpose was, among other things, to raise the standards of the Croatian army in its bid to enter NATO and strengthen its defence potential.
The document is also aimed at stepping up activities to strengthen partnership between Croatia and the United States in the defence sector, he said.
During a subsequent discussion which clubs of deputies held on the topic, clubs of the Croatian Party of Rights (HSP), the Istrian Democratic Party (IDS) and the Croatian People's Party and the regional PGS party (HNS/PGS) opposed the ratification of the memorandum, claiming that the US army would be able to use Croatian air space, army ranges and seaports without appropriate compensation.
They also criticised the part of the memorandum which would make it possible for US troops to import army equipment necessary for their manoeuvres without paying customs duties to Croatia.
The bill was supported by MPs of the ruling Croatian Democratic Union (HDZ). The opposition Peasant Party (HSS) said that it supported the bill in principle, recommending that some provisions be amended so as to protect national interests in a better way.
