SAA and Protocol VII enter into force on 1 February

ZAGREB, Jan 31 (Hina) - The Stabilisation and Association Agreement(SAA) between Croatia and the European Union (EU) comes into effect on1 February.
ZAGREB, Jan 31 (Hina) - The Stabilisation and Association Agreement (SAA) between Croatia and the European Union (EU) comes into effect on 1 February.

The SAA, which was signed on 29 October 2001 in Luxembourg, was the first document to regulate contractual relations between the Union and Croatia. After the signing, the process of the ratification of the document ensued in Croatia, the European Parliament and parliaments of every EU member-state. The process took more time than planned after some EU members, primarily Great Britain and the Netherlands, showed dissatisfaction with Croatia's cooperation with the Hague-based UN war crimes tribunal. Italy also took some more time to ratify the document, although Rome never said what was the reason for this procrastination.

In the meantime the European Union expanded to 10 new members on 1 May 2004, and the SAA had to be adjusted to new circumstances.

Protocol VII regulating technical adjustment of the regime in trade with the enlarged European bloc was initialled on 16 April 2004, and signed on 21 December. It also officially enters into force on 1 February, but its interim implementation started on 1 May 2004 when the Union became the bloc consisting 25 European countries.

Although the SAA now takes effects, its most important provisions have been applied since 1 January 2002.

In order to facilitate the implementation of the agreement and not to wait too long for the ratification of the SAA, Croatia and the EU signed an Interim Agreement also in October 2001, which activated trade and transport provisions from the main agreement.
