Seks was asked by the press to comment on complaints by the GONG nongovernmental organisation that even the dead had voted at some polling stations in Bosnia-Herzegovina in the January 2 round of Croatia's presidential election. He said the time had come to make significant changes to electoral legislation.
Seks advocated the adoption of precise regulations concerning voter lists. He said that in some border areas the number of registered voters exceeded the number of residents.
He also advocated raising the number of signatures candidates running for president must collect from citizens to be able to run in the polls, suggesting a minimum 25,000-30,000 instead of the current 10,000.
Asked if the number of signatures necessary to run in local elections would also be raised, Seks said the decision on the that was not up to him.
