As far as other countries in the region are concerned, a general framework of the European Union activities has been established by the Thessaloniki agenda which gives European prospects to the countries of the western Balkans, Juncker said.
Juncker presented the Luxembourg Presidency's Programme to Wednesday's Plenary Session of the European Parliament. The programme includes further expansion of the European Union.
He said that the main priority of Luxembourg's chairmanship, which ends on 30 June, was to achieve agreement on the European budge for 2007-2013 period.
If agreement is not reached during Luxembourg's chairmanship, we will not be able to respond to the challenges of the EU enlargement, he said.
