Most of the incidents against Jews were blamed on far-right groups and discontent young people from the growing Muslim community in Western Europe and on skinheads and marginal radical political groups in Eastern Europe.
"The Croatian Jewish community has approximately 2,000 members and had generally good relations with the police and other governmental institutions," the report said in a section devoted to Croatia.
The report cited an incident in Dubrovnik in June when a member of the municipal council said in a comment on a potential Jewish hotel investor: "Choosing between Serbs and Jews, Jews were still a greater evil."
Local authorities and the government condemned the comments, but the local branch of the ruling party took no disciplinary action against its member, the report said.
The report says that Croatia participates as an observer in the informal Task Force for International Cooperation on Holocaust Education, Remembrance, and Research (ITF), which consists of 20 countries.
The report covered the period from July 2003 to December 2004.
