The three families had lived in the building before its reconstruction but can no longer use the flats in line with the Law on Areas of Special State Interest, said Ante Drmic, head of the regional office for displaced people and refugees.
Drmic said that it had been established that the three families owned houses, that one family had exercised the right to have its house repaired, and that under the said law they did not have the right to be allocated a flat.
Of some 5,500 flats in the town, most of which were destroyed in the war, around 3,300 have been rebuilt.
